In 2019, NEEP will publish an updated ccASHP product list based on ccASHP specification V3.0. NEEP will also release an enhanced database that offers a new format with easy review and comparison functionality, along with user-friendly technical information. Starting in the first quarter of 2019, NEEP will charge an annual manufacturer product listing fee for products to be listed on this multifunctional ccASHP product list. By listing your products, you will increase not only the visibility of your high performance products, but also the ease of access to regional and national program incentives. On behalf of energy efficiency stakeholders across the Northeast and Mid-Atlantic, NEEP is pleased to be housing the Cold Climate Air-Source Heat Pump (ccASHP) Specification and a list of those products that meet the specification’s requirements. Those requirements include both specific performance levels as well as a series of reporting requirements.
Energy efficiency stakeholders from the Northeast lack confidence that the existing heating performance metric (HSPF) for air-source heat pumps provides the necessary information to adequately characterize heating performance across the heating season and particularly at low temperatures. In addition, supplemental information provided by manufacturers to demonstrate cold temperature performance is not standardized or consistent. The current performance metric (HSPF) does not include low temperature testing points below 17°F, assumes the use of electric resistance elements, and tests in steady-state operation (as opposed to allowing modulation). These deficiencies add up to measurements that do not accurately reflect performance of the latest generation of air-source heat pumps, designed and optimized to provide heat efficiently.
In order to address these concerns, a group of interested stakeholders, working together as part of the Northeast/Mid-Atlantic Air-Source Heat Pump Working Group (facilitated by NEEP), has developed a Cold Climate Air-Source Heat Pump (ccASHP) specification or “ccASHP Spec” to better characterize heat pump performance. Participants include energy efficiency program administrators, heat pump installers, state energy office staff, as well as technology experts.
Listing Products: Instructions until March 2019
To appear on the list of Cold Climate Air-Source Heat Pumps, manufacturers are invited to download the following V 3.0 Application (updated 12/2018). Please send in a complete application to ccASHP@neep.org via email with the subject line, “ccASHP Specification Application". Products for which submitted documentation reveals performance requirements have been met (detailed in the 3.0 specification document), provides fully completed Cold Climate Air-Source Heat Pump performance information tables, and provides a scanned copy of the applicants signature, will appear on the list which will be updated twice a month (mid and at month's end).
New Database & Listing Process Coming In 2019!
In early 2019, NEEP will launch a new database to house the ccASHP product list. The database will provide a more consumer friendly format to more easily access the available product information.
NEEP will utilize the new website to streamline the product application process as well. Instead of providing product applications via an excel-based form, manufacturers will access the new website to provide their application information through an online portal.
In conjunction with these improvements and the growth of the initiative, NEEP will also launch a new product listing fee program. Starting in March 2019, NEEP will charge an annual manufacturer product listing fee for products to be listed on this multifunctional ccASHP product list. Prior to the launch of the new database and product list, manufacturers will be asked to confirm which products they want to carry over from the existing list and make the applicable payment.

NEEP will provide detailed instruction to manufacturers about the product listing application process in the first quarter of 2019. Throughout the year, manufacturers can use the portal to update or join the product list. Each January, manufacturers will be asked to renew their listing fee.
2019 ccASHP Annual Product Listing Fee Schedule
$5,000 – For manufacturers listing 1-10 products on the NEEP List in the calendar year
$7,500 – For manufacturers listing 11-50 products on the NEEP List in the calendar year
$10,000 – For manufacturers listing more than 50 products on the NEEP list in the calendar year
December 2018 - All new applications to the ccASHP product list must be made through the V3.0 application.
January 2019 - Version 3.0 of the ccASHP Specification becomes effective. All products from the existing list (based on version 2.0) will be transferred to the version 3.0 list.
January-February - Manufacturers list products using the Version 3.0 application
February 2019 - NEEP will provide Manufacturers a link to the new NEEP database
March 2019 - NEEP will “freeze” acceptance of new product applications for one month as we transition to a new web-based interface for the product list. Manufacturers will access the database to confirm all products they wish to continue listing (as well as add some additional cooling performance information) and make payment based on the above structure. Manufacturers will have a month to confirm products and make payment.
April 2019 - The NEEP ccASHP products list will be available through the enhanced database and will include only those products which both meet specification V3.0 and have been paid for through the manufacturer listing fee.
Going forward - Manufacturers will use the new portal to submit all new products. If in listing additional products, a manufacturer’s total number of listed products reaches a new product threshold, they will be required to pay the new balance (e.g. if a manufacturer lists eight products on April 1st and makes payment for $5,000 (1-10 product category), and then later in the year adds five new products for a new total of 13 listed products, they would be required to make a new payment of $2,500 because they now fall in the 11-50 product category)
